            Recommend approval of the redevelopment plan for the proposed Red and Purple Modernization Phase One Project Tax Increment Financing Redevelopment Project Area, recommend designation of the area as a Tax Increment Financing Redevelopment Project Area, and recommend adoption of Tax Increment Financing for the area.
